Central Alabama Drawings from ICC Valuations During World War I, the United States Railroad Administration (USRA) took control of the nations railroads. As a result, the Interstate Commerce Commission (ICC) required all railroads to produce and submit detailed inventories of all assets and their value, from spittoons to roundhouses, for the use of the USRA. These inventories are now stored in the National Archives. Though not all of them are complete, they remain critical sources of technological, architectural and sociological information. Many of the valuation papers include drawings and photographs of significant structures; all of them include verbal descriptions of buildings with detailed measurements, even when there are no photographs or drawings.
